This report from 2024 was commissioned by the Virginia Joint Legislative Audit & Review Commission. It is a full scale examination of data center development in Virginia and its impacts across all sectors. As well as a wealth of research and information, it also contains a series of policy recommendations that can be easily adapted in other areas of the country.
